Homeowners Forum
The Board of Directors welcomes questions and comments during the Homeowners Forum.
|
- Questions should be submitted to the HOA Office by the close of business on the Monday prior to the meeting. Responses will be provided at the conclusion of the meeting, as appropriate.
- Homeowners who wish to speak during the Homeowners Forum must sign up by contacting the HOA manager at 512-288-8663 or by emailing info@circlecranch.info at least a week prior to the meeting.
- Speakers will be allotted three minutes to address the Board and must provide a written copy of their comments or concerns.
- Following the meeting, the Board's response will be provided through the HOA Office, as appropriate or unless the item is currently under review.

Mailbox Damage
|
The mailbox (1-29) in Circle C North (Barstow and Melva Ct) was damaged. The replacement door has been ordered. Once the replacement door is received, the repair and the installation of the new USPS lock will be coordinated with USPS. If you receive your mail in these boxes, the USPS should be holding your mail at the Oak Hill Post Office located at 6104 Old Fredericksburg Rd.

The 2026 second semi-annual assessment statements were emailed on July 1, 2026, to all homeowners with a valid email address on file.

For homeowners who do not have an email address on file, or who have requested to receive paper statements, assessments were mailed via USPS on July 1, 2026.

Parking Reminder
|
The parking spaces in front of the main mail center at the Swim Center are reserved for residents picking up their mail. No stopping/parking in front of the Swim Center, in the CDC parking spaces, Fire Zones, No Parking Zones, the crosshatch areas next to handicap parking spots or in any grassy areas. Some of the parking spaces are small, please ensure that your vehicle fits within the marked lines of one space. Additional parking is available along La Crosse Ave if there are not available spaces. E-Motos update from the City of Austin
|
Texas law clearly distinguishes electric bicycles from motor vehicles such as e-motos, electric dirt and pocket bikes. Specific classifications are summarized below:
|
- Under Texas Transportation Code §664.001, an electric bicycle (e-bike) means bicycle equipped with fully operable pedals, a motor under 750 watts and an assisted top speed of 28 mph. Any device that lacks fully operable pedals, exceeds 750 watts, or exceeds 28 mph, may be treated as a motor vehicle under §541.201, and all licensing, registration, insurance and equipment requirements associated with motor vehicle operation apply, regardless of branding or rider statements.
- TC §541.207 (9) defines "motorcycle" broadly as a motor vehicle with a rider's saddle and no more than three wheels, excluding only tractors and mopeds.
- A moped (§541.201 (8)) is capped at 30 mph/5 hp/50cc.
Devices classified a motor vehicles may never operate in facilities designated for bicycles or pedestrians only, regardless of size, marketing, or rider age (TC §545.422). Operators under 17 years of age may not operate motor vehicles -including e-motos-without a driver's license (TC §729.002), and parents/guardians may not knowingly allow violation (TC §521.458).
|
APD enforcement focuses on standard motor vehicle violations, including speeding, reckless driving, unsafe speed, failure to obey traffic-control devices, and other Transportation Code offenses. Pocket bikes, mini motorcycles, and non-street-legal dirt bikes cannot be titled or registered for use on public roadways nor operated on public roadways. Operators may be cited for unregistered vehicle, no insurance, no license, and equipment violations.
|
Helmet requirements for e-motos are governed at state level through motorcycle helmet laws and City Code governs the use of helmets in Chapter 12-2 (Code of Ordinance §12-2-31). Further, riders entering private property after notice may face charges under Penal Code §30.05.
|

A properly fitted, certified helmet is the single most effective piece of safety equipment.
Because today’s e-bikes can reach significant speeds—especially with a child’s lower body weight—a simple pedal-bike helmet isn’t enough.
Recommendation: A full-face, DOT-approved helmet for maximum protection.

Kids and teens will crash at some point—it’s part of learning.
High-quality pads protect vulnerable joints and help prevent scrapes, bruises, and more serious injuries.
|
It’s instinctive to put your hands out during a fall.
Gloves protect the skin from cuts, scrapes, and road rash, and they also improve grip while riding.

👕 Appropriate Clothing & Footwear
|
- Wear bright or reflective clothing, especially at night or in low-light conditions, to improve visibility.
- Choose closed-toe shoes with good traction. Avoid loose clothing and skip sandals or flip-flops entirely.
Sunglasses or protective riding glasses prevent bugs, dust, and debris from hitting the eyes—avoiding sudden distractions that could cause a crash.

Violation Notifications
|
Due to the rising postage costs, Circle C HOA will now send all violations that are usually send regular mail via email (if we have a valid email address is on file). If we do not have an email address for the property, you will continue to received printed notices by mail.
|

Please note that only violations sent regular mail can be sent by email. All other types of notices must still be sent through the USPS.

HOA Reminders
We continue to receive reports of residents that are not picking up after their dogs. We also receive complaints that all though the poop is scooped, the bags are then deposited in our common area landscaping, on the trails or left in the water shed entrances. Please do your part as responsible pet owner and also as a Circle C resident by picking up after your dog and depositing the waste bag into a proper trash container. It is not only the responsible thing to do but also the sanitary thing to do.

Holiday Lights & Decoration Reminder
|
Holiday decorations should comply with the schedule listed in the Declarations of Covenants, Conditions, and Restrictions - "all decorations including lights need to be removed by January 15th.

Architectural Control Committee (ACC)
|
All improvements such as changes to paint color (including repainting your house), roofing color, decks, patio covers, pools, change in fencing, landscaping or any other permanent structure must be submitted to the Architectural Control Committee (ACC). Trash and Recycle Cart Storage -
|
We understand that storing trash and recycling carts out of view can sometimes be challenging, and we appreciate that most residents make the effort to comply. Please remember Circle C's governing documents require all trash and recycling carts to be stored out of view.
Storing carts in the driveway is not permitted, and placing them on the side of the house without proper screening does not meet the requirement. Spring is a great time to plant full shrubbery to help screen trash carts. If you are considering another screening option, please submit your project to the Architectural Control Committee (ACC) for review and approval. The City of Austin requires that carts be placed at the curb by 5:30am on your pickup day (Monday for all Circle C residents) and put away no later than 10:00pm the same day.
|

Bulk and brush pickup services are only available through the city's "On Demand" system. Residents must schedule these pickups in advance. To schedule your pickup and learn more about how the program works, please visit the City of Austin's website.

Did you know?
Using another person's trash receptable in Austin may be considered illegal dumping and theft of services which is a violation of Texas Health and Safety Code § 365.012.

Over the last several years, many trees throughout Circle C have become stressed and require extra care and attention. Please follow these best practices to help keep your trees healthy:
|
- Water wisely
- Compost to enrich the soil - Avoid fertilizing during periods of stress.
- Mulch properly - Cover the root zone, expanding the mulch area if possible, but never pile mulch against the trunk.
- Prune carefully - Limit pruning to broken or dead branches that pose a safety risk. Always follow Oak Wilt prevention pruning guidelines. For more information, please visit https://texasoakwilt.org.
- Avoid weed and feed products - these can damage trees.
- Do not park within 15-feet of a fire hydrant.
- Do not park within 20-feet of a crosswalk at an intersection.
- Do not park within 30-feet of a yield sign, stop sign or traffic signal.
- Do not park blocking a sidewalk with your vehicle.

Please respect our common areas, your neighbors yards and their personal space...remember that pets must be confined to an owner's property and leashed at all times if off property. It is the owner's responsibility per City of Austin code to pick up and properly dispose of pet debris. Additionally, pets noise should not become a nuisance or bother to other property owners. We also wanted to remind residents of the City of Austin leash laws. Your dog is required to be on a leash at all times when outside of your property. Please do your part to ensure that your pets are welcome members of our community.

Irrigation Leak in Circle C? Please Report It!
|
If you notice an irrigation leak or a sprinkler head off in a common area and/or water in the street, please report it directly to the CCHOA office at 512-288-8663 or info@circlecranch.info. Please do not turn off the water or attempt to repair it yourself. This can cause additional damage to the irrigation system. When reporting an irrigation leak, please provide as much information on the location and cross streets. Thank you for your cooperation.
